In reply to your letter of the 16th
instant, which has been laid before His Excellency
the Governor, I am directed to forward for your in-
formation the enclosed copy of a letter from the Chief
Justice dated the 28th of last September and to state
that in view of His Honour's decision that the Chinese
Government has no locus standi in extradition proceed-
ings in Hongkong, His Excellency if of opinion that
such cases must be conducted by the Crown Solicitor
and that therefore it is not open to you to accept
the appointment offered to you by the Imperial Chinese
Government.
